Rwanda Civil Aviation Authority to Implement the Risk-Based Oversight Strategy (2026–2030)
The Rwanda Civil Aviation Authority (RCAA) is pleased to inform all aviation stakeholders of the adoption of the Risk-Based Oversight (RBO) Strategy (2026–2030), a strategic initiative that will modernize Rwanda's aviation safety oversight system and strengthen the country's commitment to maintaining the highest standards of aviation safety.
The strategy marks a significant shift from a traditional compliance-based oversight model to a proactive, intelligence-led, and risk-informed approach that enables regulatory oversight to focus on areas of greatest operational risk.
Aligned with ICAO Standards and Recommended Practices (SARPs) and international best practices, the strategy is designed to strengthen aviation safety, optimize regulatory resources, improve regulatory effectiveness, and support Rwanda's ambition of becoming a leading regional aviation hub.

RCAA calls upon all certificate holders, aviation service providers, industry partners, and other stakeholders to support the successful implementation of the Risk-Based Oversight Strategy by strengthening safety reporting, embracing Safety Management Systems, and fostering a collaborative approach to managing aviation safety risks.
