The Rwanda Civil Aviation Authority (RCAA) is pleased to inform all aviation stakeholders of the adoption of the Risk-Based Oversight (RBO) Strategy (2026–2030), a strategic initiative that will modernize Rwanda's aviation safety oversight system and strengthen the country's commitment to maintaining the highest standards of aviation safety.

The strategy marks a significant shift from a traditional compliance-based oversight model to a proactive, intelligence-led, and risk-informed approach that enables regulatory oversight to focus on areas of greatest operational risk. 

Aligned with ICAO Standards and Recommended Practices (SARPs) and international best practices, the strategy is designed to strengthen aviation safety, optimize regulatory resources, improve regulatory effectiveness, and support Rwanda's ambition of becoming a leading regional aviation hub.

Implementation of the strategy is anchored on six strategic pillars:

• Safety Intelligence and Data Analytics
• Risk-Based Surveillance Planning
• Strengthened State Safety Programme (SSP)
• SMS Effectiveness and Maturity Assessment
• Proportionate and Risk-Based Enforcement
• Inspectorate Capacity and Organizational Capability

Through this strategy, RCAA aims to achieve:

• More effective allocation of oversight resources.
• Enhanced national aviation safety performance.
• Improved regulatory efficiency.
• Stronger safety culture across the aviation industry.
• Improved ICAO Effective Implementation performance.
• Enhanced confidence among international partners.
• Sustainable growth of Rwanda's aviation sector.

RCAA calls upon all certificate holders, aviation service providers, industry partners, and other stakeholders to support the successful implementation of the Risk-Based Oversight Strategy by strengthening safety reporting, embracing Safety Management Systems, and fostering a collaborative approach to managing aviation safety risks.
