UTO Certificate applicant will formally apply to RCAA by submitting a formal letter that briefly describes the intended UTO operations and an application information form via email: info@caa.gov.rw and copy uas.ssp@caa.gov.rw . 

Following the RCAA response, the applicant should follow the five Phases of Certification stipulated in the Advisory Circular.

The Rwanda Civil Aviation Regulations (RCARs) related to Rwanda UAS Regulation is: -

The followings Advisory Circulars (AC) has been provided for additional insight into Unmanned Aircraft System Operations in Rwanda:

The applicant is required to complete and submit to the Authority the following Forms:

• RCAA UAS applicant form
• RCAA-UTO-Form-UAS001: - Unmanned Aircraft Training Organization form
