An operator shall not engage in Performed Based Communication operations (PBC) unless that operator is authorized by the Authority.

The Rwanda Civil Aviation Regulations (RCARs) related to Authorization of PBC operations are:-

• RCAR Part 1:  General Policies, Procedures and Definition
• RCAR Part 6:  Required Instruments Equipment
• RCAR Part 10:  Operation of Aircraft for Commercial Air Transport Regulations
• RCAR Part 12:  Air Operator Certification and Administration Regulations

To initiate the authorization approval process, applicants are required to complete and submit to the Authority the following Forms and related documents:
