Foreign Air Operator who wishes to operate in scheduled commercial air transport in Rwanda or any foreign-registered civil aircraft operated by a foreign citizen who holds Rwanda economic Authority but does not hold resident status in Rwanda shall follow requirements prescribed by the Authority
