An operator shall not engage in Extended Diversion Time Operation (EDTO) unless that operator is authorized by the Authority.

The Rwanda Civil Aviation Regulations (RCARs) related to Authorization of EDTO operations are: -

• RCAR Part 1:  General Policies, Procedures and Definition
• RCAR Part 6:  Required Instruments Equipment
• RCAR Part 10:  Operation of Aircraft for Commercial Air Transport Regulations
• RCAR Part 12:  Air Operator Certification and Administration Regulations
• RCAR Part 14:  AOC Personnel

To initiate the Authorization approval process, applicants are required to complete and submit to the Authority the following Forms and related documents:

• 564-06 Form:  RCC Instruments-Equipment
• 564-031 Form:  RCC EDTO Extended Diversion Time
