An operator shall not engage in Electronic Flight Bag (EFB) unless that operator is authorized by the Authority.

The Rwanda Civil Aviation Regulations (RCARs) related to Authorization of EFB operations are: -

• RCAR Part 1:  General Policies, Procedures and Definition
• RCAR Part 3:  Aircraft Component Original Certification

• RCAR Part 4:  Airworthiness of Aircraft

• RCAR Part 6:  Required Instruments Equipment
• RCAR Part 10:  Operations of Aircraft

The followings Advisory Circulars (AC) have been provided for additional insight into the authorization of EFB operations:

• AC 10-016:  EFB Authorization
• AC 04-007:  EFB Installation

To initiate the authorization approval process, applicants are required to complete and submit to the Authority the following Forms and related documents:

• 564-06 Form:  RCC Instruments-Equipment
• 564-033 Form:  CC EFB Approval RCAA 2019
