Organizations wishing to obtain approval for the conduct of required aviation training by organizations’; Maintaining and amending the basis for that approval thereof shall follow requirements prescribed by the Authority.

The Rwanda Civil Aviation Regulations (RCARs) related to the approval of Aviation Training Organizations are;

• RCAR Part 01: General Policies, procedures and definitions
• RCAR Part 07:   Personnel Licensing
• RCAR Part 09: Aviation Training Organization approval
• RCAR Part 30: Safety Management System.

The followings Advisory Circulars (AC) have been provided for additional insight into the approval Aviation Training Organization:

• AC 09-005:  Guidance and Process for Distance Learning Approvals

To initiate the certification process, applicants are required to complete and submit to the Authority the following Forms and related documents:

• 560C Form:  ATO Pre-Application Statement of Intent
• 561C Form:  Application for Approved Training Organization Certificate
• 519A Form:  Application for Foreign Training Organization Approval (for qualification of Rwanda operator personnel)
