Background

Rwanda Civil Aviation Authority is mandated to regulate and ensure oversight of Aviation Safety & Security; Economic regulation of Air Services and development of Civil Aviation as guided by the provisions of the convention on international civil aviation, related to ICAO Standards and Recommended Practices (SARPs) Law N°007/2019 of 13/04/2019, establishing Rwanda Civil Aviation Authority redefined its role as purely a regulator unlike before when it doubled as an airport authority since 1986, overseeing the management, operation and maintenance of airport infrastructure. The authority has severally changed names, from Rwanda Airport Authority to Civil Aviation Authority (CAA) by law no 21/2004 of 10/08/2004, which was later revised by law no 44/2006 of 05/10/2006 to Rwanda Civil Aviation Authority (RCAA). After redefining her role, Rwanda Airports Authority was formed and took on full responsibility of the management of all airports across the country.
Rwanda is a signatory to the Chicago Convention of 7 December 1944 on International Civil Aviation Organization.
